The 1970 report from the
Carnegie Commission on Higher Education studied workforce development
and identified an emerging shortage of healthcare personnel in primary
care.
In 1971 Congress created
the Comprehensive Health Manpower Training Act, and introduced the
National AHEC Program.
Its Mission:
To enhance access to quality health care, by improving the distribution
of health care professionals through community/academic educational
partnerships.
The Process:
Area health education center cooperative agreements are
awarded to public or private nonprofit accredited schools of allopathic
or osteopathic medicine.
